Can they be so out of touch on HS2?

• THE Department for Transport announced on August 21: “The prime minister has stated his wish to review whether and how we proceed with HS2” [so as to] “allow the government to make properly-informed decisions on the future of Phases 1 and 2 of the project”.

How is it that, at such a relatively early stage of the High Speed 2 project, the government already finds itself so out of touch – with what must be one of the largest public works projects of our time – to the extent that it considers it necessary to instigate an investigation?

Surely, as client, the government should at all times throughout the project be properly informed. Could this be a delaying tactic by any chance?
